Form CT-1, Employer's Annual Railroad Retirement Tax Return, is crucial for employers in the railroad industry. It reports the railroad retirement taxes withheld from employees' wages and helps ensure that contributions to the Railroad Retirement program are accurate. Properly filling out this form is essential for compliance with tax laws and for maintaining employee benefits. By submitting CT-1, employers help support the retirement and disability programs that benefit railroad workers and their families.

Railroad employers under the Railroad Retirement Tax Act (RRTA) must complete Form CT-1 for tax reporting. This includes Class I, II, and III railroad companies, as well as certain contractors.
After completion, the form is used by the IRS to ensure proper tax compliance and to calculate retirement benefits.
Form CT-1 is not needed for employers not subject to the Railroad Retirement Tax Act, including non-railroad employers reporting taxes with Form 941.
Additionally, if an employer has no tax liability for the year or if their total railroad retirement taxes are less than $2,500, they do not need to file Form CT-1. In this situation, taxes can be paid directly with the return.
The deadline for Form CT-1 is the last day of February of the year after the tax year you are reporting. For calendar years, this means the form is due by February 28, or February 29 in leap years.
For instance, if you are filing for the tax year 2024, you must submit Form CT-1 by February 28, 2025. This date is also the same for Form BA-3, which you submit to the Railroad Retirement Board.
